I have pleasure in acknowledging receipt of your
letter 8901/08 of the 5th idem regarding the Belilios Reformatory.
I heartily concur with the views of His Excellency
the Governor in that the Building will be used as a reformatory for women and young girls and I feel sure under the circumstances
it will as nearly as possible be carrying out the intentions
of my late father.
I
Will you however allow me to put forward the following
further suggestion for His Excellency's consideration? suggest that the inmates should during their confinement have
regular instruction in the learning of a trade so as to enable
them on their release to earn an honest living and so prevent
them redegenerating.
